The federal government has begun accepting tax returns for 2013. If you overpaid taxes on your weekly paychecks or are elligible to receive a tax refund, you could have a nice chunk of change to apply toward a newer car. That seems to be a popular way to replace a worn out car in February or March. But is it the best way to use your tax refund?
